The DFL controlled Legislature of Minnesota, on the last day of the 2013 legislative session, pushed through a bill that would spend $90 million on a new office building for Minnesota State Senators. There was none of the scrutiny due such a major project. In fact, it appears there was not even a bill introduced on it. It also didn’t go through the Capital Investment Committee which has oversight over such projects, but was instead passed in the Omnibus Tax Bill.
Former State Representative Jim Knoblach is heading up an effort to kill this project by bringing a lawsuit against Governor Dayton, asking the courts to stop this project. The project is in violation of Article IV, Section 17 of the Minnesota Constitution, which reads: “Laws to embrace only one subject. No law shall embrace more than one subject, which shall be expressed in its title.” The inclusion of a new $90 million building in the omnibus tax bill, which has nothing to do with buildings, is a clear violation of our State Constitution.
